ADRA India is going to implement a twelve months project of Ensuring food/livelihood security, WASH, Disaster preparedness and risk reduction of AILA Cyclone affected villages in Sunderban region of West Bengal, India. The project is supported under the European Commission Humanitarian Office (ECHO). The project will be implemented across three Blocks (Hingalgunj and Sandeshkhali I and II) in West Bengal state. Job Title: Advocacy and Documentation Officer
Reports to: Project manager
Loaction: Sunderbans, West Bengal
Date of Joining: Immediately


Areas of Responsibilities:

Communication and Media:

  • Develop and implement an effective communication strategy for AILA PROJECT with a view to uphold and enhance the image and visibility of the organization

  • Write, publish and disseminate AILA PROJECT’s achievements and best practices through advocacy materials, including regular newsletters, electronic and print publications targeting various stakeholders.

  • Handle AILA PROJECT’s external relations and communication, including dealing with the press through media briefs, information kits and press releases, in direct collaboration with the Executive Director.

  • Support internal communication within the ADRA-INDIA Country Office and between ADRA-INDIA AILA Field (in collaboration with Programmes sections)

  • Maintain a vibrant AILA PROJECT webpage & regularly provide engaging written & audio-visual content.

  • Perform other related tasks as assigned by Program Officer/ Project Manager.


Editorial:

  • Reviewing and editing AILA PROJECT reports, proposals, articles and presentations for content, language and uniformity of formatting/layout before printing.

  • Developing common writing standards and templates for routine document tools/types and conducting periodic training sessions to familiarize staff with them.

  • Carry out documentation, production and dissemination of high quality publications, human interest stories and films showcasing AILA PROJECT’s performance, impact, successful interventions and best practices.

  • Designing promotional materials such as posters, banners and flyers for use at various events.


Advocacy

  • Design advocacy tools (IEC materials) and implement advocacy campaigns for the AILA PROJECT.

  • Create topic-specific advocacy content and messaging.

  • Assist Team and ADRA-INDIA country office in crafting advocacy message to effectively reach targeted audiences.

  • Contribute to AILA Project in capacity development in advocacy and communication.

Job Requirements:
  • Possess a University degree or equivalent qualification in Communication, Mass Media, and Journalism.

  • Have a minimum of 5 years of experience managing communication in NGOs, media organisations or development agencies.

  • Have experience conducting advocacy campaigns and media events

  • Be fluent in English, Bengali and Hindi and have excellent writing, editing and proofreading skills in all three languages

  • Be resourceful, flexible, results-oriented, and able to deliver under pressure

  • Have ability to work in multicultural settings and connect with a variety of people, especially within media circles

  • Be computer literate and have familiarity with desktop and web publishing methods and tools

  • Must be willing and able to travel periodically.

Job Title: Finance Officer
Reports to: Finance Director
Loaction: Gurgaon, Haryana

POSITION PROFILE:: Under the guidance and direct supervision of the Finance Director and In close coordination with the Project Managers, the Finance Officer will ensure the following: (a) Assisting the Finance Director and Project Managers towards effective and efficient functioning of the ADRA India Finance Team (b) support a positive team environment (c) maximize the potential of the Finance team, support the upholding of ADRA India’s Finance policies and procedures, ensure quality financial monitoring and evaluation of the assigned projects at field level including monitoring visits to local partners, and supervision of the project accountants.

KEY RESPONSIBILITIES FOR USAID AND GLOBAL FUND PROJECTS:

Finance and Accounting:

  • Ensures that the monthly and quarterly financial reports of the assigned projects are completed in a timely and accurate manner as per the deadlines.

  • Responsible for the monthly monitoring of the project budgets through the burn rate analysis, and proper follow up on the budget deviations.

  • Ensures that all the monthly bank reconciliations are prepared in a timely manner and that outstanding amounts are properly followed up and settled.

  • Responsible for the cash flow of the assigned projects which includes review of fund requests from the projects and preparation of fund request to donors.

  • Responsible for supporting the Finance Director in the review of the project budgets whenever required.

  • Responsible for guiding and supporting the project accountants in the setup of the project accounting books based on the approved budgets.

  • Ensures that proper and periodic backup of all the accounting data of the assigned projects is performed.

  • Ensures that the internal controls of ADRA India are strictly followed by the project accountants and local partners and are in compliance with the approved Financial

  • Policies and Procedures of ADRA India and donors guidelines.

  • Responsible to review the monthly payroll of the projects in coordination with the HR officer and Finance Director.

  • Responsible to review all the projects procurement before it is approved by the Finance Director and ensure that it is in accordance to the Financial Policies and Procedures of ADRA India and in compliance with the requirements of the donors.

  • Responsible to review and approve all the accounting vouchers generated by the project accountants.

  • Ensures that the asset management system for the assigned projects is current and accurate which includes insurance coverage of project assets.

  • Supports the Finance Director in the preparation for the project audits and annual consolidated audit report for ADRA India.

  • Liaise with World Vision India for timely receipt of funds for the Global Fund project and ensure timely disbursement of funds to local partners.

  • Responsible to guide and support the local partners in financial management and accounting procedures through periodical visits and training sessions.

  • Provide day-to-day financial and accounting backstopping support to the project field staff and the staff of local partners.

Monitoring and Evaluation:
  • Plan and conduct periodical monitoring visits to the ADRA project offices and local partners and present a detailed report on the findings/observations to the senior management and initiate follow up corrective actions whenever required.

  • Produce and share trip reports including findings and recommendations with the senior management for review and follow up.

  • Participate actively in the monthly review meeting of the projects and prepare a Power Point

  • Presentation (Factsheet) to be presented to the participants with relevant financial information such as burn rate analysis, trip report, etc.

  • Provide monthly monitoring and evaluation report of project financial activities to the Project Manager and Finance Director for decision-making.

Others
  • Supports the Finance Director in the quarterly and annual performance appraisal of the accounting staff of the assigned projects.

  • Participate in meetings internal and external, which are relevant to ADRA India USAID and Global Fund Projects.

  • Identify the financial and accounting training needs of ADRA’s accounting staff and local partners staff as well as support the HR officer in planning for their capacity development.

  • Completes other related tasks as requested by the ADRA India Administration from time to time.

EXPERIENCE REQUIRED:
  • Minimum 3 years experience in financial/accounting management, preferably within an international organization.

  • Must have leadership and managerial skills.

  • Sensitive to gender issues, stigma and barriers to social inclusion.

  • Experience in working with people from diverse social and religious backgrounds and have experience working with Government Officials.

  • Strong organizational, diplomatic and judgment skills.

  • Prior experience with USAID and or Global Fund grants will be an advantage.

QUALIFICATION REQUIRED: Essential qualification:
  • B.Com/B.B.A. (Finance) with Masters degree in Financial Administration/ Management (Full time Course from premier Institutes).

Essential qualification:
  • B.Com/B.B.A. (Finance) with C.A. (Intermediate)

  • Experience in relevant Accounting Software.

  • Good reporting skills

  • Excellent knowledge of English, both written and spoken. Good knowledge of Hindi and any or more Indian language.

  • Proficient in computer operation (Windows, Excel, Power Point).

  • The above job requires at least 40% of travel to the project sites in Bihar and Uttar Pradesh.

Job Purpose:

Major Responsibilities:

Administration:

  • Prepare and maintain project files and documents.

  • Prepare and send correspondence

  • Photocopy documents as required for the project maintenance and documentation

  • Assist Program Manager/Director to compile data and write report .

  • Maintain log books of phone calls made from office phone .

  • Maintain a register of incoming and outgoing letters and faxes

  • Maintains a list of phone numbers related to the project

  • Maintain attendance registration book of Staff and vehicle log books

  • Maintain and update inventory list of office assets


Cashier:

  • Prepare vouchers (petty cash, bank and journal) and attaches all supporting documents.

  • Prepare Bank Reconciliations on a Monthly Basis.

  • Maintain a Petty Cash system within the Office

  • Compile all vouchers, file vouchers in a binder voucher to be posted and submit to the accountant for posting.

  • Segregate all Financial Documents according to Budget line item and prepare a summarized sheet for Approval.

  • Collect the vehicle log and telephone log books and prepare a summary report and get approval from the Project Director and Finance Manager and submit this to the accountant

  • Prepare check request and petty cash request forms and submit them for approval to the Project Director/Finance Manager/ Zonal Manager

  • Write checks that have been approved

  • Ensure that disbursements are properly documented and make sure that the bills are paid on time and properly documented.

Job Title: DP Specialist
Reports to: Project Manager/Program Officer

Job Purpose:

To manage ADRA India’s ECHO-funded Disaster preparedness and risk reduction of AILA Cyclone Project implemented across three blocks (Hingalgunj and Sandeshkhali I and II) in West Bengal state .To lead a team of seven professional and 18 field mobilizers to achieve the project goal and objectives.

Major Responsibilities:

  • Responsible for overall management of DPRM projects.

  • Responsible for line management of DPRM staff.

  • Representation of ADRA India at external forums including building linkages with NDMA, UNDP and ISDR.

  • Management of AILA Cyclone project; including ensuring all contractual obligations are met.

  • Knowledge and understanding of ‘one programme approach.

  • Responsible for situational analysis within India regarding emergencies and security issues.

  • Responsible to assist the PM/PD in all humanitarian interventions in India. This essentially includes assessment, programming, resource mobilisation, project formulation, project mobilisation, project implementation.

  • Responsible to assist the PM/PD in the AILA project in west bengal, India. This also includes reporting (both internal and external) of on-going DPRM activities.

  • Responsible to represent ADRA India in all relevant regional, national and local forums on DPRM work and issues, together with, and especially in the absence of PM/PD.

  • Responsible for providing input in security issues confronting ADRA India’s work in India. It includes participating in security forums of national and international NGOs, government, etc.

  • Extensive knowledge of NEPRP Emergency Manual and guidelines; ICRC Code of Conduct, Sphere Standards.

  • Development of donor reports, impact assessment reports, progress reports for both external requirement and internally, for ADRA India.

  • Providing technical support to DPRM projects in India in the areas of CBDP, and gender mainstreaming and other related areas of project development.

  • Initiating the use of gender analysis in the collection of information amongst project staff for formulating gender sensitive and gender equitable disaster mitigation policies

  • Highly developed inter-personal and communication skills.

  • Conducting post-disaster and relief assessments.

  • Support in establishing and maintaining effective working relationships with partner organizations and other key stakeholders.

  • Assist in evaluation of operational capacity of implementing partners as well as potential partners across the region.

  • Undertake independent field monitoring and evaluation of AILA projects in the region.

  • Contribute to the overall evaluation of AILA funded programmes in the region.

  • Excellent report-writing skills.

Experience Required In:

  • Building Community resilience and capacity for effective Disaster Preparedness through the involvement and partnerships with significant stakeholders.

  • Preparedness structural strengthening measures and Mitigation activities are integrated in the local development process and the local authorities and communities get strengthened to cope up with future disasters.

  • Emergency communication systems and networking mechanisms are reviewed and their efficiency and effectiveness is enhanced.

  • Strengthening community/ village level disaster preparedness by increased awareness, involvement, trainings and access to disaster related resources


Qualifications:

  • University degree in the field of disaster risk reduction and preparedness, disaster management, environmental science; or a relevant degree;

  • Minimum 5 years experience working for a humanitarian aid organisation in disaster risk reduction in developing countries; (Federation and/or CRCS experience will be treated as an added value);

  • Minimum 5 years experience in managing, coaching and supporting staff;

  • Demonstrated understanding of the Hyogo Framework for Action.

  • Comprehension of Federation related guidelines and frameworks is value added;

  • Demonstrated experience in community development and community based approaches with experience in conducting participatory assessments.

  • Demonstrated program development, implementation, and management skills with proven success in analysing, planning and managing relief and development programs and resources;

  • Training of trainer / knowledge transfer competencies.

  • Relevant experiences in Community based disaster risk reduction in developing countries (experience in Asia countries will be highly appreciated).

  • Staff management skills .

  • Good reporting skills .

  • Strong writing and communications skill in English is required; .

  • Knowledge of Hindi language and English will be considered an asset;.

Job Purpose:

The Project Manager will:

  1. The Project Manager will be primarily responsible for the successful implementation and management of the project.

  2. Develop work plans with the support of the team and the project team under the guidance the Programs & Planning Director.

  3. Coordinate and support the M & E Officer and the project team to develop tools, formats & timelines for project monitoring & review.

  4. Design, implement, and monitor the field activities, and provides need based mentoring and guidance to the project team to fill in the gaps.

  5. Conduct regular project review meetings with the project staff; demand work plans, progress reports, and activity expense plans from the staff; and ensure their timely submission to the country office.

  6. Establish strong working relationships with various Government departments, and other major stakeholders.

  7. Will be responsible to manage the day to day operation of the ADRA India field office.

  8. Ensure quality documentation of project activities and findings; represent ADRA India in government/non-government professional meetings, workshops and forums to share project activities/interventions.

  9. Oversee the overall financial management of the project and approves all the financial transactions of the project as per the ADRA India and donor policies.

  10. Document and submit project progress report to the Programs & Planning Director as per the requirement.

  11. Review the performances of the project staff and provide performance feed back of the staff to the Programs & Planning Director and Human Resources Officer.

  12. Complete other project-related tasks as requested by the Program Director, Finance Director and Country Director.

  13. Perform additional responsibilities as per the direction of Programs & Planning Director & ADRA India Administration


Skills and Competencies Required:

  • Must be proficient in reading and writing English and Hindi and have demonstrated ability to produce professional reports/documents.

  • Must have leadership and managerial skills.

  • Demonstrated ability to work with people from diverse social and religious backgrounds and have experience working with the government people.

  • Should be a team player and worked in a competitive and professional environment.

  • Must have proven experience of managing environmental security and livelihood development projects.

  • Have experience of designing and conducting training at community level.

  • Experience of working with participatory methodologies.

  • Sensitive to gender issues, stigma and barriers to social inclusion.

  • Excellent computer skills, including MS Word, Excel and PowerPoint, e-mail and internet programs.

  • Willing and able to travel extensively throughout the project areas.

  • Honesty in all undertakings with behaviour congruent with ADRA principles and moral standards.


Qualifications:

Masters degree in Rural development, Management (Preferably General Management), Social work or equivalent with at least six years experience of working in Rural development projects in government, non-government or private organisations.
