Outcomes: To see the victims survive at least for thee weeks through the flood disaster.

Project: RECOVER
Location: Begusarai District

Beneficiaries: 21,980 people

Objectives:

  1. Identifying the most vulnerable and most affected households and Distributing 200 cows across the 18 villages
    a. providing fodder for these cows for the first 4-6 months
    b. Support and training provided to the beneficiaries in animal husbandry
    c. Supporting the beneficiary households in linking their milk production to the local dairy market in areas such as maximising the quality of milk and corresponding income

  2. Identifying 180 locations for reconstruction of 180 water pumps in a location that will be disaster resistant and appropriate
    a. Rehabilitating and/or re-drilling and reconstructing 180 water pumps at 10 pumps per village.
    b. Conducting public health promotion of sanitation and hygiene during six ‘festival’ days (one per each panchayat) for disaster information sharing, health, sanitation and hygiene in relation to disasters (one in each Panchayat)
    c.Raising awareness of hygiene and sanitation with school aged children in 6 local schools


  3. Engaging with the government and facilitating representation of vulnerable community members who may not have the opportunity or capacity to receive the representation they need. facilitate open dialogue between government stakeholders on topics relevant to providing committed assistance to the affected villages in Begusarai district as well as topics of better preparedness, resiliency and mitigation of risk
    a. Facilitating meetings directly with the government as well as meetings between the government and the target beneficiaries to discuss the government committed assistance of housing reconstruction and livestock support.
    b. Facilitating two coordination meetings between other disaster response actors in Bihar, including other NGOs the government and other representatives.


  4. Spend 2-3 months in discussion and negotiations of a design of 6 community disaster multi-purpose shelters with the local community (one per each panchayat). We will be follow a process of rapid participatory technology development (PTD). The VDPC, local panchayat leaders and representatives from vulnerable groups from the village will be an integral part of the design planning, with the technical oversight of a project civil engineer.

    1. Construct the centre using a cash-for-work basis as much as feasible with technical oversight by an expert.

    2. Conduct community disaster mitigation, preparedness and response communication campaigns, including:

      1. Six Public awareness raising days held in 6 locations – 6 panchayats: these will be using various media, competitions, children’s games, posters, plays, etc. covering various disaster risk reduction topics. These will be imaginative and context specific.

      2. Ongoing communication materials in each village facilitated by community members and the VDPCs.

    3. Target a minimum of six schools (one in each Panchayat) either through their formal curriculum entry or informal message sharing at a minimum once a month regarding disasters. We will concentrate on the messages of education on health, safety hazards and evacuation. The sessions will be conducted with the aim of increasing children’s understanding of risk and teaching them how to prepare for hazardous events and what to do when one occurs, with simplicity and relevance to their community.
      We will also involve:

      1. 2 x Visit by the VDPC: We will work with the schools in arranging educational visits to or by local leaders or staff practitioners who would be involved in emergency services, most likely the Village Disaster Preparedness Committee members from their village.

      2. ADRA’s activities on disaster reduction: we will take the school children to show them what the project is practically doing, such as the water points that are raised, construction of disaster community multi-purpose buildings for the most vulnerable, etc.

      3. Evacuation drill: we will conduct an evacuation drill for each schools.

    4. Build up the capacity of VDPC with activities that will be focusing on giving them practical action learning:

      • We will be using the Vulnerability/Capacity Assessment Approach that links the vulnerability of these communities directly with the strengths and capacities.

      • We will involve the VDPCs during the implementation of other results of the project in the following ways:

      • In result 1 and 2 – Livelihood and WatSan disaster response

      • Developing or enhancing their disaster response plans

      • Training them in the WatSan key messages

      • Partnering with ADRA in hazard evacuation drills

      • Partnering with ADRA in obtaining first aid kits for disaster supplies

  5. Providing First Aid Kits for each VDPCs (18 in total) for their disaster response. In addition, we’ll take a couple of village disaster committee members from each VDPC with us to as many procuring trips as possible so they know where to come back and how much it costs, etc. for next year.


Outcomes:

  1. The target village households are positively benefiting from access to the cow and bull livelihood activities.

  2. The target 18 villages have restored access to clean water as well as improved knowledge, attitudes and practice in safe domestic water use and personal hygiene.

  3. The recovery needs of the target villages have increased representation at government in order for access to government assistance to be enhanced.

  4. The target communities have an increased resiliency and capacity to prepare for future disasters.


Project: LDSC Bihar Flood Relief

Objectives: Provide relief to the victims of the flood

Activities: To supply a relief kit and have education done in the affected sites on how to prevent diseases and also the use of certain commodities like ORS packets, halogen tablets, cream, etc.

  1. One piece of insecticide treated tarpaulin sheets of 4x5 metres (for shelter)

  2. Halogen tablets-40 mg (7 strips each contains 10 tablets sufficient for two weeks)

  3. One plastic bucket with lid of a 13 litre capacity

  4. Five bathing soaps - 250 gram each (Dettol)

  5. Five pieces of anti bacterial cream

  6. ORS packets (10 packets per family)

Outcomes: To see the victims survive at least for two months through the flood disaster.
